HRSRH Strategic Plan

The hospital’s Strategic Plan sets out a vision for the future while providing direction and focus for the organization as it accomplishes its mission and vision.

The Strategic Plan directives are as follows:

The HRSRH has new organizational goal statements in support of the Strategic Plan directives. The goal statements reflect the consultative process undertaken by our regional partners, as well as members of the HRSRH medical staff, management and front-line workers.

HRSRH Goal Statements:
The support and contributions of all our partners will be essential as, together, we create the hospital that is envisioned in the mission and vision for the HRSRH.


For a Regional System of Care

Goal Statement:

The HRSRH will provide tertiary and secondary levels of care to the residents of Northeast Local Health Integration Network for services identified as: Mandated by the Ministry; Defined by the HRSRH; Agreed-upon in response to partner expectations/needs.

Directives:
  • Create and actively participate in regularly meeting and working with partners in Network 11 and northeastern Ontario, for such initiatives as: responding to service gaps; joint funding proposals; service level agreements that support access to care beyond the resources of the HRSRH; and medical and health human resources shortages.
  • Define services and scope of programs for the HRSRH, as a regional hospital, and secure appropriate funding.

For Education and Research

Education Goal Statement:

The HRSRH is committed to providing a framework and infrastructure for education of staff, physicians, students, volunteers and patients to support its evolving role as a teaching hospital and academic health science centre.

Research Goal Statement:

The HRSRH will establish a research culture through the creation of a framework and infrastructure that advances our mission as a teaching hospital and an academic health science centre.

Innovation Goal Statement:

The HRSRH will support innovations that, with sound business case analysis, will modify or transform hospital service systems or practices for improving the quality, efficiency and effectiveness of its programs and services.

Directives:
  • Develop and implement a learning model for staff training and development,including: a staff needs assessment; and an inventory of education resources and opportunities within the hospital, locally, and with colleges and universities.
  • Develop and implement a teaching and education plan for students that links with universities and colleges and addresses: a regional plan for education; infrastructure requirements; and cross appointment options for education and research.
  • Develop and implement a research framework and strategy that identifies: organizational objectives for participating in research; staff training needs; scope of research activities; infrastructure requirements, including options for leadership; funding sources; and supporting partnership arrangements.
  • Assess and plan for required physical space to support education and research initiatives across the hospital and identify resources and funding sources to support space requirements.

For Sustainable, High Quality Care:

Goal Statement:

The HRSRH will provide safe, timely, responsive, effective and patient centred care, working closely with patients, families, physicians and other health care providers, using ethical and evidence-based practice and standards in a service oriented fiscally responsible environment.

Directives:
  • Develop a plan for sustainability that moves beyond the Recovery Plan and addresses such areas as: capital needs; funding opportunities; partnerships; and operational efficiency and effectiveness.
  • Develop and implement a plan that supports employees, medical staff and volunteers in the delivery of quality patient care.  This plan should address such areas as: quality framework; patient safety; service excellence; and accountability.
  • Establish a standardized process and format to assess business plans (including the projected impact on resources and Ministry of Health and Long Term Care approvals of new/expanded program and service and technology proposals) and re-allocate new and existing resources to corporate and program priorities. the community.

For Quality of Work Life, Retention and Recruitment:

Goal Statement:

The HRSRH will provide an environment where employees, learners, volunteers and medical staff are valued and engaged in the development and maintenance of a healthy, safe and supportive work place that provides opportunities for life long learning and recognition.

Directives
  • Develop and implement a comprehensive human resources plan for medical staff and employees, including: forecasts for future human resource requirements; and a recruitment strategy for key professional groups and positions in the hospital.
  • Develop and implement a comprehensive plan for retention of employees and medical staff that addresses: education and development needs; quality of work life and staff satisfaction; workplace health and safety; and supportive employment strategies and relationships.
  • Define and implement strategies to achieve a healthy work environment at the HRSRH, including: options for organizing; and developing a professional practice model.

For a Supportive and Committed Community:

Goal Statement

The HRSRH will build pride and confidence in our hospital by regularly engaging and informing the patients, families and communities it serves.

The HRSRH will build positive and supportive relationships with staff, physicians and volunteers through timely, open and respectful dialogue.

Directives
  • Develop and implement a strategic communication plan to enhance the hospital's communication with the community and build positive relationships.
  • Develop and implement an internal communication plan to support a positive work environment for employees, medical staff and volunteers.
  • Build relationships that support and enhance the hospital's advocacy role for health care needs in the community.
